Metro has a plan for improving quality of life by creating more opportunities to live and work near transit.
Overview
The Metro Joint Development (JD) Program is a real estate development program for properties owned by Metro. JD sites are typically left over from construction on transit projects and hold unique potential to advance community development goals while serving as a gateway to the Metro transit system. Working in partnership with local cities, community stakeholders, and private and non-profit developers, Metro aims to build as much quality housing on these sites as possible—as quickly as possible—for those who need it most.
Metro JD is committed to growing its housing portfolio to 10,000 units by 2031—5,000 of which will be income-restricted. Metro has identified approximately 20 sites that will be made available for competitive developer proposals in the coming years.

How To Get Involved
Metro will pursue a streamlined process for development, working closely with residents and community organizations, developers, and local jurisdictions to build financially viable and equitable projects. Metro will engage with residents and community organizations to ensure that projects fulfill community needs and select developers that can execute stated goals. Metro will also collaborate with local jurisdictions to navigate permitting and approval processes.
Progress
To date, Metro is over halfway to its goal with more than 5,000 units completed, in construction, or in negotiations. Metro projects are housing approximately 6,500 individuals and contributing to major climate and sustainability goals by reducing greenhouse gas emissions and vehicle miles traveled.

Metro Board of Directors Approves 80 Qualified Developers for Future Joint Development Collaboration
In March 2024, the Metro Board approved the creation of a “bench” of qualified developers eligible to partner with Metro on 20 new development opportunities (“10K Sites”). Through a competitive Request for Qualifications process, Metro selected 80 developers with a track record of successful development projects and a deep understanding of planning, designing, financing, and community needs. Developers on the bench will be given the opportunity to respond to site-specific Requests for Proposals (RFPs) for each of the 10K Sites. A list of developers on the bench is available here.
